The Who, of course.  The build up to the scream is what makes it so spectacular in "Won't Get Fooled Again".

Not exactly a scream but at the end of Cygnus X-1 Book I by Rush, "Every nerve is torn apart" was the highest note Geddy Lee sang on a song and it's pretty great.
