I've gone for Zoo TV, PopMart and Elevation.

Zoo TV and PopMart had fairly static set-lists, even after taking into account the introduction of the Zooropa songs in 1993, and so it just goes to show that more varied set-lists or song rotation do not make the best set-lists.

One of the best things about Zoo TV, PopMart and Elevation is the band's commitment to the supporting album's material for the whole duration of the tour.

I picked Elevation because of the overall flow of the setlist and because Bad was featured prominantly.

If they would have substituted Bad for Bullet the Blue Sky, then Vertigo would have been my favorite.   I just thought the block of LAPOE/SBS/BTBS was one-too-many loud, aggressive anti-war anthems in a row.

I think Vertigo had some of the weakest set-lists.  One of the only things it had going for it was the inclusion of An Cat Dubh/Into the Heart, in the early part of the set, but even that highlight didn't remain a permanent fixture.  The sometimes, opening and closing with Vertigo is another negative.

I agree.  That was too heavy.

Plus, the mid-section collection of HTDAAB numbers just seemed like they were lumped together.

The COBL and Vertigo opening double whammy was good (Though, not as good as Elevation and Beautiful Day) but even that was switched to the boring and predictable I Will Follow in the no. 2 spot after Vertigo.

Zoo TV easily. I mean how friggin ballsy is it to, nightly, open the show with no less than EIGHT songs off the new album? THATS confidence in the material right there!

Vertigo/360 cuz they returned to playin deep cuts on these. Yknow An Cat Dubh, TUF, Scarlett, OTH, Ultraviolet/HMTM, etc.

It did take guts but then they did have the material to carry it off, which they haven't had ever since.  The thing is that at the time of the tour the 'new' songs seemed to me to be as familiar as anything of off The Joshua Tree, so it wasn't like "these are the new songs".  That tour really was Achtung Baby live, rather than U2: The Act.
