I think it means everyone makes all of these promises in life, or their lives are full of promise- they're going to grow up and do something, or promise to love someone forever, or promise to not end up like their parents.... basically all of the promises that people make when they are young. But he is saying all he wants is "you." All of the promise his life has is her.

Yes; I don't take its effect atomistically; I understand it as an allusion to all the commitments and ideals people have, which they so often fail to live up to.   That whatever his other betrayals, big or small, or even hers, he'll always have that want for that person he's addressing.
