Wow...that's amazingly ignorant. And, F.Y.I., if you're going to call out an entire region of people for their lack of intelligence, you should probably use correct grammar when doing so ("actual displays of intelligent civilization," or "actually displays signs of intelligent civilization"). Just saying. But we do not consider Texas part of the South, so at least you got that part right.

My grandmother grew up in the Roxborough area of Philly and from what I remember. It was a very nice working/middle class neighborhood. I haven't been there since childhood though.
Baltimore City has some dangerous areas too. Gang and drug infested. Sadly, most murders are because of this.
