Are these an improvement from the previous remaster editions?

SHM-CD is a digital optical disc data storage manufacturing process. It is an improved compact disc product with the greatest change being a different polycarbonate material that allows more precise physical representation of stored bits during pressing and less laser scatter during reading. These improvements aim to facilitate playback by producing fewer errors and potentially better sound quality. SHM-CDs are played on a standard CD player.
This process was developed in Japan by Universal Music Japan and JVC. The same material can also be used to manufacture SHM-SACD discs.

Does this mean they will be returning to Japan soon?

Japan put out such kind of reissue series (CD or SHM-CD or Blu-spec CD2) of famous artists from time to time.

For example, in 2014 all Depeche Mode albums were reissued on Blu-spec CD2 format compatible with any CD player (featuring the 2006 remaster, a Mini-LP cardboard replica of the original LP outer and inner sleeve, etc.). Though DM haven't return to Japan since 1990, sadly.

Btw, I used to purchase CDs at CDJAPAN.co.jp and HMV.co.jp for a long period, their service is excellent including safe packaging.

No, these reissues come in CD-sized format, no vinyl at all.
The cardboard CD-sized sleeves of the CDs "replicates its UK first pressing LP design, including an inner sleeve".

I like the principle. I have The Smiths reissues and a few The Police CDs that were pressed according to the LP format. Nice objects.

It's a must have for Rattle & Hum, Zooropa and Pop which never got a proper reissue.

The SHM-CDs are out in Japan since Sept 20.
HMV.co.jp mentions some items as "hot item", so they sell well.
Hurry, collectors!

They look really beautiful  8)

Nice to have, but according to my sums, pretty expensive, at near £20 GBP per CD?
