Chris Cornell
Dave Grohl
PRINCE!!!
Jim Morrison
All members of Rage Against the Machine. Zack de la Rocha in particular.
Plus
Eddie Vedder

And a heck of a lot more!
Nick Hexum (311)
Jim Adkin (Jimmy eats world)
The songwriters for:

There are some great ones.  Glen Phillips (Toad The Wet Sprocket), Jonah Smith, and Will Hoge come immediately to mind.

Chris Cornell
Jeff Buckley
Layne Staley
Prince
Michael Jackson
Elliott Smith
Chester Bennington
Scott Weiland

Some of my favourite artists of all-time. Sadly they all have one thing in common! :(

Out of ones alive today I'd say Josh Homme!

Actually I just realised you didn't specify male or female, so:

Sara Bareilles
Tori Amos
Sky Ferreira
Lady Gaga
Madonna
Christina Aguilera
Fiona Apple
Mariah Carey
Lana Del Rey
Pink

from the provided list it would have to be Dylan.
Morrison wrote half of the Doors material and i liken his lyrics to bad 8th grade poetry.
Surprised by some of the other names that members are throwing out there- didn't realize forum members had such a bad taste in music.    ;D

I might have to say Bob Dylan.  Every other writer on that list owes something to him.

But Paul Simon might actually be the most effortlessly talented songwriter in history.  Turns of phrase and narratives are married to indelible melodies and song structures in a way I think most other writers on that list would kill to achieve.  It's not flashy, not aggressive, and not iconic the way Dylan or Morrison or Cobain are, but I might honestly say he's the best of the bunch.  And no, I'm not even that much a follower or fan of his.

Canadian songwriter?  Leonard Cohen would like a word, if Neil Young doesn't beat him to it.

Leonard Cohen is in a category by himself. Just my opinion, I don't believe anybody can be compared to him. Neil Young, Gord Downie (who I love dearly!) Are both great, I just have found that one of the most underrated Canadians is Dave Matthews, that's just my opinion. Raine Maida, from Our Lady of Peace (OLP), is also excellent! And, (I call him my sweetie pie, I just love his voice and songs) Dallas Green or the name he sings under City and Colour, he's amazing!

One of my fav's American females is Brittany Howard from the Alabama Shakes.

I would vote for Bruce Springsteen, but Paul Simon is certainly an accomplished singer/songwriter as well.  Dylan is of course very talented; I just am not a huge fan of his.
