'Bad', 'Stay', 'RTSS' are all up there. Beyond that... I dunno, there's a lot of contenders. I love 'If God Will Send', love 'Walk On', Ultraviolet has some really nice verses...

Ultraviolet - lyrics create a sense of desperation and entrapment, yet the "baby baby baby, light my way" offers a sense of hope or irony. The music is actually upbeat (for me) so it is a great contrast.

I find Bono to be an evocative lyricist.  It is very hard to pick a best.  That said, i have always enjoyed 'Running to Stand Still',  Stay (Far Away, So Close), So Cruel, and Love is Blindness.  i also think The Playboy Mansion is lyrically brilliant.
