I cant say anything they have ever done is "bad" or "horrible" but:
I would second you on booking Popmart early as it being ill-advised

You can ask me this question when/if I stop liking them, because right now I can't think of any.

Don't let him get to you . Bomb is awesome! But, I personally think taking 5 years between Bomb and NLOTH is up there as one of the worst things they've done. They lost the young market. I'd go with booking Popmart though... there are plenty of mistakes but to be honest, U2 are in such a good place right now I can't see how any of them had much bearing at the end of the day.

From an artistic perspective?

I'd certainly agree with booking Popmart early.
I would also say not doing something different during the October sessions so the songs were complete. In connection to this, a bad thing that has happened to them would be Bono's lyrics being stolen. Who knows how it would have turned out?
Little things like releasing certain songs like Miami or Grace on albums.
Another bad thing - Adam missing one of the Sydney ZooTV shows.

I don't know if we can say booking Popmart early was a mistake. Many of us proclaim Pop is a wonderful album just the way it is. Had they waited to book Popmart, Pop would not be the same.

maybe...but im looking more on the tour side of it, they had less time to rehearse so the beginning leg was not good
