Its unlikely they will mix the set list up each night too much.
If it is an outdoor tour it will be like the PopMart setlist for consistancy.

I've never seen a concert Live, but I own most of the DVD's.
This is the setlist that i would like to see. I've cut Cedars, Pride, Bullet, Bad, Elevation, Mysterious Ways, and COBL. These were all hard cuts.

1. No Line on the Horizon-have it start out w/ extended NLOTH B-side intro.
2.Verigo
3.Beautiful Day
4.Magnificent
5.Breathe
6.Fez-BB
7.Daddy's Gonna Pay for Your Crashed Car
8.The Fly
9.Acrobat
10.Moment of Surrender
11.Unknown Caller
12.All I Want
13.Where the Streets Have No Name
14.Sunday Bloody Sunday
15.New Years Day
16.I'll Go Crazy, If I Don't Go Crazy Tonight
17.Get On Your Boots
18.Stand Up Comedy
19.Love and Peace or Else
20.October
21.The Unforgettable Fire
22.White as Snow
23.One
24.40

Get On Your Boots is 100% going to be on there because it is the first single of their new album. The next tour maybe not so much used but definately this tour it will played in every show.

Or they can not play it as Exile suggested (please?). Actually I like the "Let Me in the Sound" part but apart from that don't play it....too much  :P

These are the songs but not it the order they should be:

I Will Follow or The Electric Co.
Gloria (with "the cry" of course)
New Year's Day
Sunday Bloody Sunday
Pride (In The Name Of Love)
Bad or A Sort Of Homecoming or The Unforgettable Fire
WTSHNN
Another 2 songs from "the joshua tree" would love to hear Red hill mining town if bono could pull this off vocally, other then that the options are open, i hope u2 would keep the setlist diversed like in the last tour.
Angel of Harlem
Heartland
The Fly
One
The other song sould change every concert, Zoo Station or Who's Gonna Ride Your Wild Horses or Mysterious Ways or Acrobat or Love Is Blindness
2 of the 3: Zooropa or Stay or Lemon if bono could pull it off.
Mofo
2 of the 3: In a Little While and one of the following: Beautiful Day or Walk On or Kite
Vertigo plus maybe another song like COBL if not a song from Passangers or Hold Me, Thrill Me, Kiss Me, Kill Me insted of one fifth song from NLOTH
From NLOTH:
No Line on the Horizon
Magnificent
Get on Your Boots
Breathe
+ another one the will change with every concert.

I'm personally hoping for as little as possible off of the last two albums... maybe ONLY Beautiful Day and Vertigo... they won't do Kite (which they should)... ATYCLB and Bomb have really faded for me.
I'd also love to see them bring back Gone, Staring At the Sun, and Please. (been watching Popmart lately... not sure why).
I can live without Sunday Bloody Sunday... and With or Without You has gotten stale live. They seem board with it... so drop it.
Off the new album, NLOTH -Magnif.-Moment of Surrender-Unknown Caller- GOYB-Fez- Breathe- will surely be played... probably "I'll go crazy" too...
Whatever they do...
I'm buying.

A set list I could live with....

Magnificent
GOYB
Beautiful Day
Breathe
I Still Haven't Found
Gloria
Please
SBS
Stand up Comedy
Crazy Tonight
UTEOTW

accoustic set
Stay
In a Little While
Desire

NLOTH
MOS
Streets
One

encore:
Vertigo
Mysterious Ways
Cedars

2nd Encore:
Sort of Homecoming
Bad

Songs that they should can...at least for a tour: Pride, WOWY, Bullet, COBL, NYD....Songs that could be in mix: All I Want, I Will Follow, Out of Control, Gone, Angel, Discotheque, Elevation, Party Girl, Horses, Even Better

Okay, I have to admit I was very unimpressed with the song selection of Vertigo, so thats probably why I'm making such a crazy set.

1. Get on Your Boots
2. NLOTH
3. Even better Than the Real Thing/The Fly/HMTMKMKM
4. Vertigo
5. Breathe
-PIANO SET!-
6. October
7. Wave of Sorrow
8. Original of the Species/Stay
-PIANO END!
9. Beautiful Day
10. Exit
11. Stand Up Comedy
12. Unforgettable Fire/Bad/WIire
13.Cedars of Lebanon
14. Please
15. Streets
16. One
--POP MUZIK--
17. Mofo
18. MIAMI!
19. Gone/Wake Up Dead Man
-------------------
20. Fez
21. Out of Control

Well, pretty much everyone here knows U2 developed a formula with ZOOTV that drives the flow of their shows. Strong 5-6 song start (with the exception of Popmart, the first single off the new album is song no.2), a slow one, back kicking with 4-5 songs, the "acoustic" set, the rocking tracks, the epic tracks ending with Streets (they end here or they add another classic to top it off, depends), first break, fast build-up with classic then quickly a "slow" classic for 1st encore close, three more songs to end the show (usually 1 fast one, two slow ones, at least two from the new album)....in total, 22-24 tracks...

They also pick "older" music based on the sound of the tour's supported album. Hence, and different from the Elevation & Vertigo Tours, I see the "surprise" songs coming from the 90's era, more than from the 80's era (maybe a couple of exceptions?). Here's my list...

1. Magnificent
2. Boots
3. Vertigo
4. Stand Up Comedy
5. Unknown Caller
6. Until the end of the world
7. New Year's day
8. I will follow
9. Crazy tonight
10. Beautiful day

11. Staring at the Sun
12. Moment of Surrender
13. Wild horses

14. The Fly
15. Gone
16. Bullet
17. Bad
18. Streets

19. No Line on the Horizon
20. Mysterious Ways
21. One

22. Elevation
23. Breathe
24. Cedars of Lebanon

Hopefully Bono is true to his word and mixes the set more, in an interview with Zane Lowe they said they were aware everybody knows the setlists from the internet so the element of surprise is gone now and alluded to them making more of an effort.
I would be happy with that, obviously want my faves played but if I see consecutive conerts like the last few tours, it would be nice to hear different tunes. On Vertigo tour I saw them in London then Glasgow and it was EXACTLY the same set, how freakin lazy is that......

I've seen 3 shows without WOWY, can't say I really missed it...maybe that has to do with the fact that two of the times they did In God's Country... :D

The only song that I think almost everybody would die if it is not played during a concert is Streets...

A U2 Concert without Streets would just feel... like a pull out before climax !
