It's not anyone's favorite by him (that I know of at least), but I dig it a lot.  Actually, I quite enjoy his 90s work (albeit Hours was a misfire for me).

Bowie's sax playing on this is interesting.  It's messy, but it adds a certain something to the music.

Agree completely.  Though BT/WN, and Buddha of Suburbia, finally righted the ship after his 80's slump.

Roger Waters - Is This The Life We Really Want?

I'm loving this album.  Yeah, it's very much in the vein of Pink Floyd, but right now I'm thinking it might be one of the best albums any of them have produced since their heyday.

Really?  I'm surprised at your reaction to Outside.  Even with the weird "narrative" pieces, I think it's got the best set of tunes since his 70's albums.

And yeah, I just keep playing Roger Waters in a loop.  I love how it evokes the Pink Floyd vibe, but retains a strong sense that it's a very personal album for him.  So you have the synth washes from Animals along with the stark acoustic guitars from the The Final Cut.  That three-note piano motif in Wait For Her is just breathtaking.  I'm very curious who Waters wrote the last songs for on the album.  And the lyrics!  Such wonderful turns of phrase, old-man philosophizing, reminiscence and ranting.  I dunno.  I'm just having a lot of fun with it.

The last two were:

Animals - Pink Floyd

and

OK Computer - Radiohead. First time I'd listened to it in about a decade, and my opinion of it hasn't changed. "Electioneering" and "Climbing Up The Walls' still suck hard enough to halt the album at the brink of greatness.

Today i listened to the new Japanese Breakfast album Soft Sounds from Another Planet....think it will be a real grower - very layered and draws me in.

Then i listened to the majestic PJ Harvey and the staggering Rid of Me - it hits as hard and as straight today as it did over 20 years ago...ferocious, thought provoking and just utterly compelling.
