So what does the title "No Line On the Horizon" actually mean?

"All That You Can't Leave Behind" was a reference to what Aung San Suu Kyi was permitted to hold on to during her captivity.

"How To Dismantle An Atomic Bomb" was a reference to how Bono coped with his most recent bereavement.

Two titles with very deep rooted meaning. Any thoughts on the upcoming title?

To me it implies there's no limit as to how far the band can go; they don't see themselves or their music drying up any time soon; there is still vast potential out there, beyond one's own perceptions; I think it's a hopeful title. The end isn't in sight!

I thought it implied darkness and mystery...like, "there's no way out, there's no escape, my hands are tied, there's no horizon that I can see"...that sort of thing....I could be totally wrong though!

Where there is no line on the horizon, earth and sky (Heaven) merge.

The Edge confirmed that the working title is still No Line on the Horizon. "What the hell does it mean?" asked the MOJO interviewer. "It's like when you're moving forward, but you're not exactly sure what you're heading towards," said The Edge. "That moment where the sea and the sky blend into one. It's an image of infinity, I suppose—a kind of Zen image." The Edge is kind of philosophical.
